Industry bulletins for plumbing regulation reforms – Effective 10 February 2025

These industry bulletins are to alert the plumbing and building industries of important amendments to the Plumbers Licensing and Plumbing Standards Regulations 2000 (the Regulations) which take effect on 10 February 2025.

The amendments are stage two of the changes brought about by the Commerce Regulations Amendment (Plumbing) Regulations 2024

Stage one changes are detailed in Industry Bulletin 160 published in February 2024.

These two bulletins outline the Regulation changes in stage two commencing on 10 February 2025 and detail the following changes:

  • Expanded definition of water supply plumbing work which includes the installation of water supply plumbing connecting to rainwater and alternative water supply systems.
     
  • The point of discharge for water supply plumbing work is defined — to clarify that regulated water supply plumbing work ends at the outlet of a backflow prevention device connecting industrial or specialised services such as fire, irrigation or mechanical services.
     
  • Regulation of plumbing modules manufactured off-site — including kitchen and bathroom modules, mining accommodation and transportable buildings.
     
  • A new class of restricted permit,  created to allow rainwater installers to continue performing restricted water supply plumbing work which will become regulated work.

These explanatory diagrams are to be read in conjunction with Industry Bulletin 165 which outlines the expanded scope of water supply plumbing work under the Plumbers Licensing and Plumbing Standards Regulations 2000 (the Regulations) commencing on 10 February 2025.
