Second registration refusal for builder – Atalla Abbas trading as Consbuild Developments

The Building Services Board has refused to renew the building contractor registration of Atalla Abbas (BC101011, expired), trading as Consbuild Developments, on financial grounds.

The Board’s decision follows a similar ruling in March against Mr Abbas’ other building contractor business, Beyond Builders Pty Ltd (BC103289, expired). In both cases, the Board was not satisfied the applicants met the financial requirements for building contractor registration.

The Board’s most recent decision enables homeowners who have home building work contracts with Mr Abbas to make a claim against their policy of home indemnity insurance (HII) for incomplete or defective building work.

It is estimated that Mr Abbas is yet to complete around 13 home building projects under his individual building contractor registration.

“A key function of the Building Services Board is to assess applications to ensure registration is granted only to building service providers who meet a range of requirements set out in legislation,” Building Commissioner Saj Abdoolakhan said.

“This includes the capacity to meet debts as and when they fall due, meaning the service provider has the financial means to complete building contracts. The registration and renewal rules provide important consumer protections and bolster the confidence of all participants in WA’s building and construction industry.”
