Position paper – Adoption of the PCA: Administration of alternative solutions

On 19 June 2013, the Hon Michael Mischin MLC, Minister for Commerce, announced an independent review of Western Australia’s plumbing regulation, to be conducted by ACIL Allen Consulting (ACIL Allen).

The review examined the effectiveness of the current plumbing laws and made a number of recommendations for change aimed at putting in place a more modern and flexible regulatory framework for plumbing work and plumbing standards in Western Australia.

The Building Commission has started work on implementing the recommendations from the review, which includes the adoption of the Plumbing Code of Australia (PCA), including the alternative solutions provisions.

Stakeholders are invited to consider the proposal outlined in Section 2 of this discussion paper and advise the Building Commission of any comments or concerns they may have.

There is no specified format for providing your comment. You are welcome to:

  • write a short letter outlining your comments or concerns; or
  • send an email.

To assist us in meeting the intended commencement date of 1 May 2015 for the implementation of the PCA, we need to receive your feedback by no later than 5.00pm (AWST) on Friday 26 September 2014.

The Building Commission will publish FAQs, regular updates and discussion papers on its website to keep you informed of the current status in implementing the reforms and to allow further opportunities for consultation.
